•  It  is the  responsibility  of the  Council  of Ministers  to maintain  law  and  order and
                   ensure security of life and property of the people in the state.

                 •  It formulates and decides the policies of the state and implements them effectively.
                 •  All major appointments of the state are made by the Governor on the advice of the
                   Council of Ministers.

                 •  Majority of the bills are introduced in the legislature by the Council of Ministers.

                 •  It prepares the budget and decides the financial policy and tax structure of the state.
                 •  It discusses on disputes with other states.
                 •  The executive is a part of the legislature. So, some MLAs have dual responsibilities―
                   one as an MLA and other as a minister.


                                                       sTaTe secreTariaT

             There  are  several  departments  in  the  government,  each  placed  under  the  charge  of a
             minister. Every department or Ministry has a Secretary who advises the minister to all the
             policy and administrative matters of the department. The Secretary is a senior officer
             from the Indian Administrative Service (IAS). He carries out all the Policies and decisions

             made by the government. To assist the Secretary in the execution of work, there are many
             other officers. The office of these Secretaries is called Secretariat. The Ministers’ offices
             are also generally located in the Secretariat. There are different departments setup in
             hierarchical system and orders flow down from the Minister to the Secretary and to other
             official concerned. This system of government is called bureaucracy.
